If you are asking about getting to Jerusalem from the airport then under no circumstances take the bus - you would take a shuttle to a major intersection and then wait there, hoping that the next bus isn't full and will stop.

The best way to go and the easiest, is to take the Nesher shared taxi - sherut - the cost is 68 NIS, it is a 10 passenger van that leaves as soon as it is full and will take you to most any address in Jerusalem.

If you are asking about getting from the city of Tel Aviv to the city of Jerusalem, if you are not traveling Friday night or Saturday take one of the express buses. #405 from the Central Bus Station or #480 from the Arlozorov Terminal.

We took the sherut from the airport to Jerusalem 2 weeks ago. We arrived just after one had departed, so we had to wait about 30 minutes or so before leaving the airport. A woman became tired of waiting and tried to get everyone in the van to share the cost of the two remaining seats. One of the passengers told her that he was not in a hurry, so she dropped the subject. The sherut was easy to find outside of the arrivals hall at the airport. We were happy with the price and the service.

It is common practice that after waiting awhile someone will frequently ask others to share the additional cost. As shown by the above, there is no pressure to do so and if you want to fine, and if you do not want to--that is fine too.
