All I can say is it depends on the immigration officer and the mood! Nothing is consistent.

You don't say what your nationality is but if it's Indian, this is not one of the 35 nationalities listed here as eligible for visa on arrival: http://wikitravel.org/en/Kuwait - nor does it appear you are a citizen of one of the countries of the Gulf Cooperation Council, even if you are resident in one of them.

It is more likely that instead of requiring a visa on arrival, you might be exempt from visa requirement - for short visits - as an expat resident of a GCC state (see http://www.arabtimesonline.com/NewsDetails/tabid/96/smid/414/ArticleID/202313/reftab/69/t/Visit-Visa-to-Kuwait-for-3-5-days/Default.aspx).

As you no doubt know, this also depends on your profession, and as the list of approved professions was agreed between the GCC countries, it should be the same for Kuwait as for Qatar, i.e. moi.gov.qa/site/…23_20061.pdf - which lists Engineer at no. 181 (and Assistant Engineer at no. 159).

However, a travel forum is not the best place to ask for such important information. You need to contact the relevant authorities in your country of residence. So if you are residing in Qatar, the Kuwait Embassy there: …theemiratesnetwork.com/biz/Qatar/Doha/Embas… - the link given there doesn't work but it's to http://www.mofa.gov.kw/Ar/Pages/Default.aspx (in Arabic). You can also e-mail them, see also www.embassypages.com/missions/embassy19620/ - as I don't see any relevant form on e.gov.kw/MOI_en/…L6
