%16 tax on hotels for tourists

Does anyone know what the situation is for tourists regarding the %16 vat tax on hotels in Colombia? If there is a law that spells out what is legal can you print it up ( in both Spanish and English)? It would be nice to show to hotels upon check in if there is a disagreement.

In theory, yes, you should be exempt from VAT and hotel insurance; however hotel employees seemingly forget the tax act or the boss makes them charge it.

Foreigners are technically exempt only if they book a "package," such as a room rate that includes breakfast, a spa treatment, etc.

Colombian hotels are totally inconsistent in how they apply the law. Some will automatically exempt foreigners without question on all rates. IME, these include the Hilton Cartagena, La Fe, and bh bicentenario. I always have to argue with them at any Marriott. Alfiz and Hilton Bogota flat out refused to waive. I won't stay at either again.

If you stay as tourist it doenst mind if you rent an apartment, Room or package.. One hotel will inform you before not to pay the 16 VAT others dont say a word and will not tell you and others dont mention it but will take it off your bill if you mention it. This is only for the room/apartment. Room service will be charged.

Also, some hotels will automatically add 'Insurance' to you bill (usually a few thousand peso per room) so if you do not need insurance be sure to tell them at check in.
