I don't think there is any particular area that is "best" for children, since getting around is so easy and you don't have to confine your activities to the area around your hotel.

However, some places are best avoided with children, e.g. Chungking Mansion and a few other buildings where you can find cheaper hostels. But you won't run into those with your healthy budget. Try looking into Central (Four Seasons, the Mandarins), Admiralty (Shangri-La, Conrad, Upper House), Tsim Sha Tsui (Intercon, Marco Polo HK, Hyatt Regency). Langham Place in Mongkok is a nice hotel, but the area outside may be too busy for some.

with your group, you will need at least 2 rooms even in Family type hotel like the Royal Plaza or the the Disney. which means US$200 /room. It is not a low budget and usually you can get at least a 4 stars hotel in September.

Royal Plaza:

5 stars, large rooms, very attractive pool & health club, Surrounded by Markets (Birds garden, flower market, Fa Yuen street market, goldfish market and ladies market) all within 10 mins on foot, next to a shopping mall. Next to Mongkok East MTR and about 10 mins walk either to Prince Edward MTR or Mongkok MTR. Good value for money if you reserve in advance, extremely slow check in & check out

Novotel Nathan Road

4 stars, small rooms; 3 rooms should be just a little bit above your budget if you book one of the rooms for your children with their half price 2nd room for children policy(better call to ask them first) only a few minutes walk to temple street market... close to Jordon MTR and fairly close to one of the main shopping district Tsim Sha Tsui.

Eaton

4 stars, good services, a few minutes walk to Temple street Markets and 20 mins on foot or 10 mins by MTR to the Ladies Market. close to Jordon MTR and fairly close to one of the main shopping district Tsim Sha Tsui.

YMCA Salisbury

It is a 4 star hotel and not a YMCA at all. there are rooms with full Harbour view available but I personally don't like this hotel. the size of the room is ok. It is in the heart of the main shopping district and MTR station is just steps away (but the station is very large so it takes another 10 mins walk from the entrance to the actual train). Just 5 minutes away from the Star Ferry and one of the best mall in town, Harbour city
