The Keisei Bus goes to Tokyo station and is not very expensive plus you wont have to worry about dealing with your luggage so much.

The Limosine bus is the same thing. Japanese tend to like to glam things up a little so a Bus is a Limosine Bus and an Apartment is called a Monthly Mansion in Japan.

They are pretty reliable and on time. It should take about 1 hour. You could take a train but they can get a little confusing and crowded especially when dumping you off in a huge station like Tokyo Station and luggage can be a bit more of a problem.

Keisei bus is not airport limousine bus. For some historical reason, there are 3 bus companies.

Buses do get stuck in traffic from time to time. One time I was stuck for nearly 3 hours in a bus and I've not taken a bus since.

Take the train. JR N'EX. The Suica package is of good value.

http://www.jreast.co.jp/e/pass/suica.html

A bus is a bus. The services are practically the same. If you don't mind the seats being a bit cramped, or being potentially a bit late because of congestion, but want to minimize the cost, take the bus.

www.keiseibus.co.jp/global/en/index.html

Btw, the company which started the hired bus service used to run hired limousine cars (the luxury ones with partitions between the driver and the client, as per European usage). As a expanded service, when they introduced the bus service to airports in 1954, they just used the word limousine. No one expects a glam and probably there was no intention of glamming things up.
