Boracay is not so crowded at this time of year but it might be a good choice.
Fly ex Manila with Air Phil Express, SEAIR or Cebu Pacific. All have online sites although SEAIR's can be difficult to access on occasion.

Caticlan Airport is a ten minute ferry ride away from Boracay; Kalibo Airport is 60 kilometres away and linked by slow but scenic bus.

Makati (Manila business district) and Ermita/ Malate (less developed and former bigtime nightlife area) are alternatives in the capital.
http://www.asiatravel.com has an excellent range of accommodation in Manila/ Makati/ Quezon City./ Ortigas including 'Crazy Rates.' It also has a reasonable range for Boracay: perhaps book a night or two and the find something else on the island when you arrive.

It can be busy but it has the huge advantage of having the best weather.
Manila is cooler, plus there is less rain. many days are quite comfortable and the nights a tad cooler: very, very pleasant.
December will be bordering on busy to crazy particularly around Christmas time. There will be parties every night, almost anywhere in the city, traffic will be heavy almost all day and shops will be filled with people in Manila. It should be fun and a chance for you to experience how Christmas in celebrated in the only predominantly Christian nation in Asia.
For New Year, I would recommend you spend it in Boracay. The parties on the beach around New Year's and the eve itself is a blast! January is likewise a month of festivals in the Philippines. From Boracay, you can head down to Kalibo which is an hour and a half away for the Ati-Atihan festival. Also check out the Dinagyang festival in Iloilo and Sinulog in Cebu. All festivals are characterized by lots of street parties, free concerts and all night drinking. If these interests you, check back towards the end of the year for the final schedules of these festivals.
