If you mean USD, yes you can pay the Terminal fee in USD. Why would you though? Just save some pisos for the airport.

The terminal fee is different for different airports. Which airport will you be using?

Travel tax depends on class of travel, your nationality, your visa status and how long you have been in the Philippines. So until you answer these questions, we can't tell you. However, If you are a foreign tourist with no permanent visa, in the Philippines less than 1 year, there is no travel tax.

But beware if you are a tourist travelling from Puerto Princesa to Malaysia (Kota Kinabalu) on Maswings.

Travel tax is automatically added to your fare if you book on line and you can only get a refund from the TIEZA office in Makati.
