You'll just be in transit and don't have to pass through immigration/customs in Manila. If I'm not mistaken, you'll most likely be given boarding passes for your flight to Manila and for your onward flight to Singapore when you check-in in Taipei. If not, proceed to the transfer desk at Manila airport soonest you disembark from your flight from Taipei to connect with your flight to Singapore. Your bags will be checked through to Singapore. It's a bit tight but doable given that your flight from Taipei arrives on time.
As bryantpark88 indicates, connecting in Manila with Philippine Airlines (international to international) is very easy. There will be a large sign marked 'transit' as you use the enclosed walkway after alighting from your plane and using the aerobridge.
Like many airlines, they will hold your next flight for a few minutes if the first is late. If you miss the connecting flight through no fault of your own and it's the last one to Singapore for the night, Philippine Airlines typically pays for accommodation and meals. It was putting passengers up at Lucio Tan's Century Plaza Hotel near Harrison Plaza but someone told me you are now more likely to end up at Manila Diamond Hotel that has a business connection with Ramon Ang of San Miguel Corporation.Edited: 22 June 2014, 13:12
