Chile in September

Does anyone know what kind of weather to expect in the Bogota area and Elqui Valley in mid-September? Also, for any astronomers out there, is that a good time of year to observe the stars in the Elqui Valley, where I understand that the sky is generally amazingly clear. (Not up on my southern hemisphere astronomy) Thanks.
