There is an ordinary bus which goes between Viña del Mar and Concón. Condor buses do, or did, a direct bus to Concón from Santiago but it ends up at the refinery end of town. It is probably easier to get one of the frequent buses to Viña and a normal bus or taxi from there. If you are staying in Concón you could ask your lodging.
A US citizen flying into SCL on an international flight would pay US$160, dollars cash or credit card. The desk is at the bottom of the escalator, before passport control, almost a U-turn.
I think you as an american citizien have to pay 140 USD for your Visa. From Santiago Airport you will best go with a bus. It will take you from the airport directly to a Santiago busterminal, From there you take another bus to Vina, should cost about 4000 Pesos in the whole. Arrived in Vina you can take one of the many "micros", small busshuttles, wich have their destination pinned on the front, You can always ask the driver anyways... Just drive north and you get to Concon, drive south you get to Valparaiso!Edited: 17 January 2014, 19:49
It is US$160 per person and lasts for the life of the passport. Cost and terms vary by nationality.
