Will a traveler to Peru need Electrical Adapters for Phone chargers etc?
No. Most places have the two prong flat and/or round inlets in Peru.
If you google global electrical outlets, or something similar, you'll find a number of good websites with pictures of the different types of outlets you'll find around the world. Here's a link for one.
For Peru, they all list a mixture of US style flat prong outlets and European type round prong outlets. It's not clear to me if you can get both in most places or if most places will have one or another. We have a couple lightweight round pronged adapters so are going to bring them with to go with our US electrical devices just in case.

All hotels we stayed at had combo - flat and round plug sockets. So the short answer is no
Just don't plug in a hair dryer or flat iron! But all the standard chargers should be fine.
