I am most familiar with Istria, having been to other areas only a few times. You should easily be able to get a place for that amount in Istria but I would recommend private accommodation or self catering so you can get the local flavour. You could stay in a villa even or traditional stone house. So many options in addition to hotels unless, of course, you must rely on public transportation.
On our last stay in Dubrovnik we found a place less than a block from the Old Town for 75 euros. No steps, either! :-)
In the second part of September - sure. First part might be a little tight.

In September the prices are lover so you can certainly find a hotel for your expectation.
