I really don't know. Croatian phone calls are going through local phone booth and local emergencies are linked to local people. So if you call from USA based phone and dial 011 385 (xx) 94 where it is going to connect you?

xx= local call number (Zagreb - 01 you dial just 1, Rijeka - 051 you dial 51)

In that case you have to have list of all local numbers depend on location where you are currently ???!!!

There is a "universal number" for all of these, when you are in reach of croatian mobile services. It is 112. I am pretty sure you don't need to call no prenumbers. It works across Croatia (like 911 in US), and they know where you are by detecting your signal
