The best is not to bring cash, but instead to bring an international debit card and use it to get lei (the Romanian currency) from any ATM (which you can find everywhere in Bucharest).

If you do bring euros in cash you can change them at any bank or exchange office (EXCEPT the ones located at airports), generally the exchange rate isn't too different from one place to another; if you're using exchange offices always check if they charge a commission for making the exchange, avoid the ones that do.

And once again, do not use the exchange offices located in airports because they give a very low exchange rate, at least 1/3 less than what you could get in the city.

If you bring euros, exchange them at any bank where the rates are better, but be sure to have your passport with you, or they won't do it.

Before you go, check with the bank that issued your debit card to make sure it will work in Romania. I have 2 debit cards from different banks and one issuing bank has a total block on transactions -including credit card charges- while I could use the other card at ATMs.
