there are cases all year round, but after the rainy season it drops significantly.

it will also depend on where in the country you are going, if you stick to the main cities, or in the south, etc. But if you go maybe way off road to indiginous villages in the north, and well off the tourist trail, its better to always be careful, no matter when it is.
