It is perfectly safe and there is transport to the city. It is very cold.

Punta is not a big place, and the airport is only a few kilometres from the town. LAN and I think Sky fly there.

I agree it's cold, and could be very windy. Wrap up warm

I've been to Punta Arenas in February, March, October, December -- & January 2015 coming up. During these summer months, it's always been a bit chilly, but never too cold. Winter is quite another story though -- today it's 34°F/1°C. In other words, it greatly depends on when you'll be there. Have a look at previous weather reports for that time of year and you'll get a general idea of what to expect.

You can bus from Santiago (not SCL, the airport) to Osorno and get a bus from there to Punta Arenas, traveling mainly through Argentina. It is a long trip.
