Make sure that the hotels hat you stay at have good heating. Many hotels that are not top end do not have heating.

Kunming,Dali,Lijiang are OK in winter, but most of the tourists don't visit Shangri-la (zhongdian)in winter, because it is too cold, and it is not safe to drive on the ice-covered road.

Not so sure about Shangrila, but it is a good time to visit Lijiang and the Jade Dragon Snow Mountain(JDSM). My 2nd visit to Lijiang was in end Dec. There are 3 viewing points in JDSM, Ganhaizi is the highest at 4500 metres, temp at the top should be close to zero even with the bright sunshine. Before going up you can rent a heavycoat at the visitor center. The other 2 viewing points are well above 3000 metres and temp at the top is about few degrees above zero.

If you enjoy mountain scenery then JDSM is the right place to go. On a clear day you will be guaranteed of spectacular views. The 3 viewing points will give you 3 different views, all of them are equally spectacular.
