Under current laws people caught in possession of cocaine and marijuana for personal use are not prosecuted. I expect decriminalisation will be extended to include small amounts of synthetic drugs such as methamphetamines and ecstasy shortly.

That said, if you're just another dumb gringo coke head it doesn't matter what the local laws are - that won't stop the local cops from shaking you down.

In Cartagena they like to stop male tourists and search for drugs. If they find a single gram they usually give the option of spending the night in jail in a cell with a dozen bandoleros from the barrios until a superior officer can evaluate your case tomorrow - or cough up 400,000 to 500,000 on the spot and go home to your hotel or apartment.

Santa Marta being about as touristy as Cartagena I would expect some of the same stuff goes on there.

If you want to do drugs in Colombia, do so away from the tourist track. That said, Taganga, the backpacker beach next to Santa Marta is full of potheads smoking away all day long. if you can stand spending time with them, that's probably a better spot for that sort of stuff than downtown SM.

...but there are some medicial drugs people have to take, he might be asking this question so dont be judgemental about this question its a honest question. however, coca, pot and others are a different topic dont get involved in those!

One general safety rule of thumb would be to keep yourself on the right side of the law.

Martian already gave the legal stuff: Possession of marijuana and coke for personal use is legal. To be exact: 20 grams of marihuana and 1 gram of cocaine.

I would not advise anybody to travel to colombia for a 420 tour or whatever like that anyway.
