Do you mean Long Beach Island? According to their web site:

"Long Beach Island has no mass transit system and there is no way to get to the island using mass transportation. The closet point of arrival to LBI is Manahawkin (Rt. 9 and Rt. 72 intersection) and you must use a car service across the causeway to LBI.

from Atlantic City, New Jersey

NJ Transit bus#559 to Manahawkin"

So, it looks like you would be better off renting a car.

If you are talking about Jones Beach or Long Beach, Long Island, NY there are buses or the train from Atlantic City to Penn Station, NY and from there you can take the Long Island Railroad with a connecting bus to Long Island beaches. Here are some of the packages to Long Beach, LI or Jones Beach.

Here is the link to MTA which lists schedules and Long Island, NY beach packages.
