Is alcohol banned in Kashmir?

Is it banned? Are hotels allowed to sell it to non Kashmiris and/or foreigners?

There are 4 shops selling Alcohol in Srinagar and 2 public bars and 4 bars in hotels, so it is not banned.

Alcohol is not banned in kashmir , The shop are out of public area of srinagar 1 Badam bagh cantonment area and 2 is hotel heemal
