http://www.diaf.in/DIAF_Calendar_2011.pdf gives you an idea of the Delhi International Arts Festival usually held for 15 days end Oct/beginning Nov.Their calendar for this year has not yet been revealed

More folk than classical The RIFF at Jodhpur would be at the end of October.http://www.jodhpurfolkfestival.org/newpage.html.

At Jaipur, the Jawahar Kala Kendra is quite active and is likely to have a few concerts in November.

The Qutub Festival is also likely to be on at Delhi in November.

You could also check the event calendar of Spic Macay, a foundation for promoting culture.
