you will need to have the mobile registered when you purchase the sim card to use in the phone. You can register your phone by taking your passport to the phoneshop, where they will take down the details, and register the phones IMEI number with the SIM card which you purchase. Unregistered, the phone will be cut off within 30days.

It's cheaper to buy a second-hand phone in Turkey with a SIM than to get your UK phone registered.

If you use a foreign phone in Turkey with a turkish sim card for more than 30 days, you will have to pay 300or 400 TL for the pleasure, and by the way you can only do it once a year!!! Its an insane rule!! You can buy a second hand phone for less than a hundred,it will be a virtual antique, but good enough for calling a cab.
