Tough time finding an ATM that will take USA debit cards

My debit card is not working very well at most ATM's. Any ideas?

Have you tried the Post Office ATMs or the machines in 7/11's?

The August newsletter from the US Embassy in Tokyo, had this article:

As of July 11, "Seven Banks" ATMs at 7-11 convenience stores across Japan accept many international debit or credit cards. This should be of great assistance to U.S. citizens looking for a place to withdraw money from bank accounts in the United States. According to 7-11, most Plus and Cirrus cards should work, including Visa, MasterCard, Maestro, American Express, JCB, and UnionPay cards. The service charge will differ depending on the card. This service will be available in most regions of Japan, including most of Honshu, all of Hokkaido, and much of Kyushu.

It appears that Plus is free and Cirrus will charge Y210 according to the page with the charges. I will experiment with this if I have time in December.

Earlier this year, I searched out a few Citibank ATMs from the website and except for the one in Shinjuku, I had a difficult time finding them and the the ones I did find had limited hours. Post Offices are actually much easier to find and the website lists the locations. Now that 7-Eleven appears to be foreign card friendly, that will make it much easier assuming it's not too good to be true for those who use ATM cards.

The Citibank @ Ginza is also quite easy to locate on the main (tourist) street and have 24 hrs ATM access. 1st used that one in the mid 90's, the only international ATMs within Tokyo were citibank ones back then.

There is also Shinsei Bank around the corner from Shinjuku south exit.

I've only tried two 7-11 ATMs, one in the suburbs of Tokyo and one out on Rte 19 in the Kiso Valley. (Nezumi something or other - rock formations). Both worked like a charm with my cirrus card.
