Where in Tokyo can I find exotic ice cream flavors like octopus, horse meat, eel, wasabi, sea urchin, etc?

Namja Town inside Sunshine City in Ikebukuro. There's a small admission to get in. Not only would they have all the strange flavors you're looking for, but they have tons of different types of good ones made in different ways.

Yes, Namco Nanja Town is the place to go. The Cup Ice Museum in it has 300+ different kinds of ice cream--some VERY strange flavors like sea urchin, chicken wings, crab, beef tongue, ell, etc, etc:
