Dubson186402 is right, no commercial flight going to Baguio. The airport is working but the commercial planes stopped operation for some years now.

Some company tried reviving it but I think its a loosing business for them not because only few passengers but most of the time they flew back to their origin because of zero visibility.

Loakan Airport is working as usual but no airlines would want to go there. The runway is being utilized by the Philippine Military Academy and other civil aircraft operators.

Your best bet is to fly to Clark and take the bus from there.

Otherwise, MNL then bus (Victory is good).
