your question is too broad, too vague, and/or too subjective to answer. I will still try:

Manila or Cebu? It depends what you want to see, to do.

People? Yes. but friendliness also depends, if it is genuine or not. All countries have their share.

Places to Visit: too numerous to count.

Conversion rate: There are a lot of websites that can help you. This is one.

Weather? It will be cooler than summer, that is for sure. If you are asking if it rains, the past several years has not followed a concrete trend. But it should not be as rainy as you may think it is.

The weather in almost all Philippines is excellent in December, particularly from mid December, although that is no guarantee that it won't rain on any day.

Metro Manila and Cebu City are not the 'story of Philippines': the small towns and villages are, as well as the beautiful white sand beaches and mountains. I find Cebu City to be a degree or two hotter than Metro Manila. Neither are as hot as Vietnam to which I recently travelled.

I would spend only a night in each and then go to a smaller island such as Bantayan Island, Alona Beach on Panglao Island, Boracay Island, Malapascua Island, Siquijor Island, Camiguin Island, Padre Burgos at Southern Leyte (Island), Dapitan City and Aliguay Island, Moalboal on Cebu island, offshore islands such as Banana or Sangat from Busuanga Island's Coron town, El Nido in Palawan...the list is finite but huge.

Victorianlad hit it spot on. If you want to experience the Philippines, go explore the islands. But if its an Urban vacation is what you're after, go for Manila, specifically Makati. Lots of food and shopping in Manila. Have fun!

1) Yes - the people in manila, Cebu and generally in the Phils tend to be very friendly.

2) Places to visit - depends on WHAT you are interested in. WW2 history? Beaches? Snorkelling? Culture? Shopping?

3) Conversion rate - you can find the latest rate on xe.com - usually the USD hovers at 42.5 to 44 pesos. You can check that with Indian rupees

4) December usually sees better weather, as the typhoon season would have ended. It iwll be a bit warm in Manila and Cebu - we do not have much of a winter in these places :)

Bring US$ as you are prohibited to take more than $200 worth of rupees outside of India. Ask any travel agent regarding that rule.

My preference is Cebu City.

If you are friendly, they will be friendly.

In Cebu province in December, you can get a typhoon, it can pour down with rain, you may go a week without rain. However, the most common weather pattern will be rain for a short time each day and fine for the rest. When I stay in a hotel in Cebu City in December, i do not use the aircon.

As already posted twice in the last week, here is my list of things to do in Cebu City

- Tour the historical sights/sites dating back to 1521.

- The Lapu Lapu monument, including the monument to Ferdinand Magellan, on the spot where Lapu Lapu's forces killed the explorer Ferdinand Magellan on Mactan Island

- Magellan's Cross in Cebu City, planted a few days before he got himself killed on Mactan island

- The Sto Nino Basilica and Museum

- The Cebu Metropolitan Cathedral and museum

- The historic Carbon markets

- Fort San Pedro and museum, including the Plaza Independencia

- Heritage of Cebu

- Manuel Yap ancestral home with many interesting artefacts

- Casa Gorordo. Home of the first Filipino Bishop, set up as it might have been in the 19th century.
