I e mailed the russian consulate in the UK and asked if it was true that a party of 5 or more people leaving a cruise ship do not need a visa for entry. They replied saying entry would be permitted. I asked, so can my family of 5 enter St petersburgh via our RC ship? they said thats OK.

can anyone confirm this as correct?

Yes, and no. Is that all they said, and that is all you asked? If you technically they are right but it is only 1/2 the story. You MUST be escorted and supervised by an authorized tour company while off the ship. No exceptions. The ship can't satisfy that qualification so they contract with one of the more established tour operators for providing the required supervision and tour conduction.
