Unfortunately that site is focused on Moscow.

The expat community is very different in St Petersburg than Moscow where an alternative society has grown up where Foreign ex-pats have their own clubs, schools, services and such that results in a more insular group that does not integrate as fully into local culture compared to St Petersburg. There are few ex-pat-centric businesses or clubs. The closest we have here as a gathering place is "The Other Side" gastro cafe where up to 1/3-1/2 of patrons are regulars of foreign citizenship.

The rest of us pretty much just integrate into the local scene.

I do not cook often, and then only when really hungry, so I visit a lot of cafes, restaurants at various levels of quality, and having something to compare with in San Francisco, NYC, London, Paris, Milan etc and think there are is a foodie culture here alive and well. St Petersburg has a large active Bailliage of the renowned gastronomic society Chaîne des Rôtisseurs. With that overview it concerns me that such misinformation is spread, and the gems are ignored by visitors who leave thinking St Petersburg is devoid of quality food. If anything St Petersburg has a very long history, dating to the first decades of the city's existence., of fine dining and restaurants. Except for th major hotels, which do have excellent international reputations for food, the better restaurants and cafes focus, as most businesses do, focus on local clientele and do not advertise in tourist publications. With such a short tourist season, being known as a tourist restaurant is risky in that locals might avoid it, and for most of the year, only locals are dining out., The local market is huge, statistics show that locals dine out more than EU or North American averages by a wide margin.

Showing the list and ranking of restaurants and hotels to locals who are in the know would bring laughs or bewilderment. Best hotel: Anderson House? Best restaurant: Teplo??
