Technical answer is yes. westjr.co.jp/global/…icoca-haruka_map.jpg

You need to change train at Tennoji station on the way from JR Kansai Airport station to JR Namba station.

Slightly more costly but considerably more efficient is to take Nankai train to Namba. It's a direct train ride as opposed to using Haruka Express to Tennoji amd then changing to JR Yamatoji Line. The shortest JR ride takes 50 minutes but 60 minutes is more like the norm. Nankai offers direct train services taking anywhere from 35 to 45 minutes or so. Also, keep in mind JR-Namba and Nankai Namba aren't the same station. You can walk from one to the other in the underground arcade which takes about 8-10 minutes. Where Nankai Namba sits is the more happening part of the area. It is also closer to the subway lines.

Should you opt for Nankai train instead heading into Namba, then you can still take Haruka Express using the JR 1-day Kansai Area Pass. The cost is 2,060 Yen which still offers some savings vs the normal Haruka Express fare at 2,850 Yen.
