There are many great places in Rio where you can propose to your girlfriend, but Maracanã Stadium would not be one of them.

Maracanã is about the love of soccer, not about the love of your soulmate.

Summit of Cordovado or Pao de Açucar, or on a boat on Guanabara Bay, would seem more romantic, unless she's a really devoted fuetbol fan (and has really good hearing, given the likely noise level in the stadium). If you want official acknowledgement, such as on a scoreboard, that seems unlikely at best, unless you have an in with a big sponsor.

If you bring a diamond engagement ring to Maracanã, it’s a near certainty that neither of you will be in possession of it not long after you leave the stadium. That also holds true for most public places in Rio. Leave expensive jewelry at home or in your hotel room safe.

A symbolic proposal in public, and an actual giving-of-the-ring in private might be one way to go. You could go up Pao de Açucar, take a helicopter tour and propose on the chopper, overlooking Rio.

I suggest taking a cab from your hotel to the Botanical Gardens. The alley with tall palm trees is very romantic and it is a safe place.

I think this is totally exaggerated to say you will lose a ring after visiting the stadium. As a Destination Expert and someone who actually lives in Rio, I can tell you that it all depends on how you reach the stadium. The area of concern is the area between the stadium itself and the subway station, a path which is is fine to be used during match days (when there will be lots of people walking there), but is totally empty on non-match days and with a history of muggings. Therefore, if you go there with a guide on his or her car, or decide to take a cab to the entrance of the stadium (making sure that you will be able to enter it on a tour), i see no problem for you to propose with a ring inside the stadium. The same can be applied to the Sugar Loaf and the Christ. Apply common sense by leaving your jewelry at your hotel when you get back to it, so that you can walk on the street with peace of mind. Going straight to an attraction by cab drastically mitigate safety issues.

If you take a cab straight to Maracana, entering the stadium, I see no major safety concern.

Safety issues exist in the surrounding access to a subway station, which is safe on match days, but extremely empty on other days, making it a "traditional" mugging spot in Rio de Janeiro.
