20 hours of stopover/transit time at Airport is too much for any one. And if you have children with you in the group then that will be too much to ask for from them. Well getting around the city should cost you up to INR 10k with Innova Car, entry fees at monuments, and guide. You can re-think.

You may be able to get a transit visa, which is something like £15 per person. This will enable you at least to leave the airport and go to an airport hotel for the night.

However, not many people have posted about getting transit visas...

http://in.vfsglobal.co.uk/transit_fees.html Yikes, transit visa fee £66.20 each!

Maybe look at pod rooms or something?
