August is not a good time to visit Himachal Pradesh. The trip might get hampered by rain and landslides. Make it after mid-September, to get a better weather.

You can also try Gujarat, which is very interesting. The Kutch area doesn't get much rain, although if it rains a lot you cannot access the Rann.
