It seems that "eateries" are unable to sell cigarettes, but a poorly worded headline in the paper just said there was a ban (which is not the case).

Dont buy i uk or on the plane.. Buy them there at the supermarket or elephant shop...their own...they are called WIN, a good smoke and approx £5.00 for 200

there is gonna be a blanket ban on smoking and selling cigarettes in Goa very soon be prepared to pay a fine if they catch you with a fag

The way I understand it .. the ruling is ....... New establishments will Not be granted a licence to sell tobbaco but established sellers will be allowed to continue ( i hope my way of thinking is correct)
