what are 3 decent hotels around Recoleta under 60 USD..???

How do you define decent? for US 60 even at blue rate, you can expect not much better than Fawlty Towers.

If you are looking for inexpensive hotel specials, then have a look at websites such as www.expedia.com, hotels.com,etc. Depending on supply and demand then many of the hotels(especially 3 star) can have prices around $US55-65). I have seen a number of them in the past such as the Unique Hotels, Concord Callao, IQ Callao, and a number of the IQ properties which are apart/hotels.

Also in Recoleta/Barrio Norte, there are some 2 star and 1 star hotels(Ayacucho Palace, Guido Palace,Lion d"Or,etc) which offer rooms in that price range on a regular basis.

You can find reviews here on TA of any of the hotels which are listed on any of these websites.

Ricardo has given some very good choices. I would also add that the Amerian Buenos Aires in Microcentro (so not Recoleta) is around the price you are seeking and is a decent hotel , depending on dates of course could be a little over this price range.

Ricardo's suggestions are excellent. With the fall-off in tourism many hotels below the luxury level are negotiating their rates even if they don't advertise deep discounts. (I know from personal experience). If you combine that fact with the fact hotels quote in Dollars are are required by law to convert Dollars to Pesos at the official rate, while you can obtain Pesos at the blue rate, you can reach for some hotels that, on paper, are well above your price range.
