bank account in BA

would it make sense to open a bank account in BA with a major International US bank before going to BA?? Like CITI or Boston Bank... Then could you go in to the bank and ask for US dollars to take to a blue rate place??Would this work??

Opening a bank account in Argentina is not like having one in another country and especially like the US. You would need to have some documentation of property ownership or residency then the accounts are charged fees in order to keep your money there.

Going to the bank is like a nightmare with lines out the door.

No, this is not a good idea.

In addition to Ricardo's points, the "international" banks like Citibank are so in name only. The Citibank in BA operates independently of Citibank in the USA. An account in one is not an account in the other.

Opening the account is one issue... getting Dollars out if it will be another, as incoming wires are converted to local currency and the procedure to reconvert back Pesos to Dollars is almost impossible.

Also, non resident accounts are very hard to open, even old accounts of non residents are being closed because of new AFIP, UIF and BCRA regulations. Everything is in a grey area right now..... it is easier to open a brokerage account and that is what you actually need to be able to get local "ArgenDolares", but this is done through a securities swap transaction so its all somewhat complicated and is perhaps best left only to those with the proper financial background.....

As far as I’m concerned, no local banks would open accounts unless you present a DNI (National ID card) and international banks function independently. It is a tedious if not impossible process. You could send yourself money via Xoom, which is reliable and provides a decent exchange rate.
