Is it recommended that foreigners drive on the island in a rental car?

Sure, I've done it numerous times without problems. It's a great way to see the island! Driving in Porlamar can be a bit crazy because many intersections don't have stop signs or stoplights. There also aren't any rules dictating right of way. Basically if you demonstrate that you are the more aggressive driver then you go through! Most of the roads are in decent shape and there are a number of roads that have been resurfaced in the past year. Driving can appear quite chaotic at times so you will want to drive with a defensive posture until you get a feel for their driving style. If you are not a confident driver then I recommend you use taxis as they are quite inexpensive. You can hire a cab for the day for $40-$50 US.
