Hollywood is about 20 minutes from Beverly Hills, West Hollywood is about 10 minutes from Beverly Hills (it all depends on traffic). Santa Monica is about 20 minutes or so from Bevelry HIlls.

Santa Monica is a great base because you can walk to restaurants, cafes, bars, shopping -- without needing a car (if you stay downtown, not the outskirts). It is the most expensive area to stay, however, room rates are almost double that of other areas.

Basically West Hollywood and Beverly Hills are next to one-another, but its a couple of miles from the center of Beverly Hills to the center of West Hollywood. And 6 or 7 miles from the center of Beverly Hills to the beach / downtown area in Santa Monica.

As said, Santa Monica is expensive. The nicer hotels in Beverly Hills are quite expensive. Most less expensive hotels that advertise themselves as "Beverly Hills" are really just outside of Beverly Hills and usually a bit more than a mile or so from the main part of Beverly Hills near Rodeo Drive. West Hollywood is not a particularly cheap area for hotels, but it should be less expensive than Beverly Hills and Santa Monica, for the most part.
