I'm planning to visit palm springs on Dec22-26 in palm springs...

Im wondering that anywhere close by Palm Springs I can do snow tubing?

Check the tram right in Palm Springs. If the weather cooperates, a short tram right from town will bring you to the snow.

Yup. The tramway website provides weather info at the top.

I saw many people with sleds etc.

The tubing at Mt San Jacinto is makeshift and not groomed - bring your own grear. But as indicated, it's right there.
