Police hitting tires with a stick?

My wife and I were in Breckenridge earlier this month and noticed a few times that some police officers were walking down the street, tapping the tires with a stick. I have no idea why but we saw it more than once and got curious haha.

There is chalk on the stick - they are marking you for parking time. If you go rub off the chalk then you reset the clock ;-) I didn't tell you that though!
