Best budget lodging on the beach?

Looking to stay a couple nights in November and do not want to spend a bundle. We are not super picky we do have to have clean, safe , a pool, walking distance to pier. We don't mind a bit of a walk . Thanks

My pick would be the Travelodge. Easy walk to the pier and marina area. Right next to Frenchy's South Beach Cafe, and Crabby Bill's BeachWalk for great food, drinks, and entertainment.

It is an older property, but kept up nicely. Every room also has a small 'fridge, microwave, and stove (though the applicances are older) and every room also has a balcony. Le$$ for the view overlooking the pool and parking, more cost for overlooking the beach.

On either side of the Travelodge is the Magnuson Hotel, and the Ritz Beach Resort Motel. These both will be in the same price range as the Travelodge, but I have not been to them so am unsure of the ammenities. I haved stayed at the Travelodge recently and would stay there again.

How many people will be staying in your room? If it is just for a couple, my favorite budget hotel would be the Palm Pavilion. It is an older hotel located on north beach - it's about a 10 minute walk to the Pier. If staying right by the Pier is important to you - Mark's suggestions are excellent. If not - check out the Palm Pavilion.

The Palm Pavilion is kept immaculately clean with great beds, and has recently been renovated (check out the reviews). The exterior is an Art Deco style (like the hotels on Miami Beach) - but it's a lovely little hotel. It is beachfront, and located right on the quiet part of the beach. Palm Pavilion also has a beachfront restaurant with great views of the Gulf and its' awesome sunsets, and Frenchy's is just across the parking lot. Beach chair rentals are cheaper in front of the Palm Pavilion than they are on the main beach ( $18.00 for the day vs $25.00 on main beach). There are no hidden fees - no resort fee, and no parking fee. Internet is provided, and so are beach towels. There is a small pool behind the hotel, and staff are great! Room sizes are small, and there is no elevator in this hotel - but there are main floor rooms if you don't want to do stairs. For the price - this hotel can't be beat.
