El Siboney, hands down. It's real Cuban food. The other place is ok, but very touristy.

the only problem with el siboney is that when you spell it backwards it is:

yenobis le = like ouch.

We ate at both places last week, and you really can't go wrong. Roast pork and a cuban mix at Pepe's and fried pork chunks and roasted pork at El Siboney. Based on the food just this last time around, I'd take El Meson de Pepe over El Siboney for what we agreed was better roast pork and because I thought the pork chunks at Siboney were a little bit tough and gristley. For the record though, we'll be back to both of these spots and I think you'd be happy at either place.
