On a recent trip to Orlando and Cape Canaveral, I rented a car through Budget Car Rental. Because I know about the tolls, I came prepared with a roll of quarters and went through either Exact Coin or Cash lanes at each toll. At the end of my trip when I returned the rental to Budget, I asked the agent checking in the car about the e-pass to verify I wasn’t charged anything for it. He responded that the e-pass was not turned on in the car and shouldn’t be an issue. A few weeks later when I received my credit card bill, I saw I had been charged for tolls and use of the e-pass. When I called Budget Car Rental, I was told that I would have to call a special line specifically regarding toll charges on car rentals. At this number, I spoke with Ashley who pulled up the information and said that unless I had receipts proving that I had paid cash that they would not remove the charges in full. I asked if he had information in regards to which lanes I went through at the tolls. He said he did not have this information and only had information that the e-pass had been read at the tolls and at what time. Now I have two issues with this: for one, I don’t dispute that I was at the toll which is the only thing the time stamp proves. According to the only information they were willing to provide me, they have no idea if I paid or not, but they are charging me regardless because I was there. My second issue is that I highly doubt that they don’t have information in regards to which lane my car went through. If I had driven thru a cash paying lane without paying, I have no doubt that they would be able to track down my information to issue a ticket. Because Ashley would not remove the charges in full, I asked to talk to a supervisor. He took my cell phone number and told me I would be contacted. This conversation took place last week and I haven’t heard from anyone since. After I hung up with the special Car Rental Toll Charge phone number, I called Budget Car Rental and asked to speak to a supervisor. I gave my cell phone number and was told I would be contacted in 24-48 hours but it didn’t usually take that long. I haven’t heard from Budget Car Rental either. In conclusion, the charges may be coming from a legitimate source, but the car rental and city are cheating tourist passing through their city. They’ve setup a scenario demanding proof of payment without telling drivers that they will need to prove payment. I can’t go back through the tolls and ask for receipts 3 weeks later. What is the point of the e-pass lanes if they are charging me for e-pass before I ever go through a toll lane; shouldn’t the readers for the e-pass be AT THE E-PASS LANE instead of prior to the tolls. I am writing this message not only because I am owed a refund and an apology for the way I am being treated but to warn tourist traveling in the Orlando/Cape Canaveral area. I hope that in making this situation public knowledge that steps will be taken to make changes in how tolls are being charged.
