Delays you encounter are likely to occur at the airport. Flight delays, Gate delays, and Baggage Claim are all unpredictable. Assuming you're out of the airport by 2:00 or shortly thereafter, traffic will probably be fairly light up to Glenview. A 2:39 departure is feasible (optimistic, but feasible).
Feasable, I hope so. It says that it takes 25 mins in a taxi from O'Hare to Glenview Amtrak & at 2pm on a tuesday traffic should be very light, hopefully! It will be a very close call, I hope that there may be a delay with amtrak! Is there any way of flagging a taxi straight outside o'hare without having to call?
Taxicabs are available on a first come, first serve basis from the lower level curbfront of all terminals. These cabs do not offer flat rates because they run on meters. You may pay more than calling for a suburban cab that will offer a flat rate to Glenview.
I would also note that you should print and bring directions with you to give to the cab driver. If you don't pre-arrange the ride they will have no idea where the Glenview Amtrak station is.

I'd also consider printing off directions from the Airport to the Glenview train station.
Any cabbie can navigate the Loop neighboring areas. Glenview is about 30 miles north of the City, so your driver will likely need to consult a map. Printing off the directions in advance (maps.google.com will do the trick) will save you some precious time.
That was good advice, printing out a map. I wonder how this person made out. Hope they check back and tell us.
