Is there a charge for handicap parking in southern Maine?
If your vehicle has a "handicapped" placard, you can legally park in spots designated for Handicapped.
I assume that Maine recognizes placards/stickers on out-of-state vehicles but to be safe you can contact the BMV via the Maine.gov website.
In general, if you're parking in an area where non-handicapped individuals are charged for parking, folks with handicapped plates or placards are expected to pay comparable amounts -- seems to be the case for the on-the-street-with-parking-meters and pay-to-park lots I've encountered around the state. Unless individual communities have provided exemptions to that general rule, I'd be prepared to pay just like anyone else.

Yes, But you will have designated places to park in which to make it easy for you but not free of charge.
If you have a sticker, placard, tag on your car then there is no fee simply to park in a regular handicapped parking space. If there are meters or it's a for fee parking lot you pay the regular rates but you can use the handicapped parking spaces. Be prepared for a ticket, however, if you don't have the proper stickers etc and you park in a handicapped spot.
