Boulders along I94

Hello, we were traveling along I94 the other day and saw what had to be a mile or so of huge boulders along I 94. Does anyone know what they are for? Thank you

They showed up a few years ago. They surround the Cook Nuclear Power Plant and I can only imagine they were placed there for security reasons. That's my guess anyway.

That's my guess too, and it's pretty funny because the area where the creek runs isn't "bouldered", so you could just drive up the creek if you really wanted to get on the property. I'm thinking that it looks pretty cool from a plane though. Don't you wonder what some future civilization will think about the Great Wall of Stevensville?
