DT Panhandlers with animals

Sorry to bring up this sad topic but I still think about some of the things I saw downtown on my most recent trip. Most of them good, but not all of course. One image is of this woman (panhandler), holding a cat. The cat was obviously terrified with all the people and noise surrounding him.

I know a law was passed to ban animals on parts of the strip during the day. Does this law not apply to downtown LV? Does the law allow panhandlers to abuse these animals at night?

I dont know the answer to the first part of your question, but I can guarantee you there is no Nevada law that allows panhandlers to abuse animals at night.

Lucky the cat hangs out with a panhandler outside of Bally's sportsbook entrance. It's a nice cat who wears a harness and a leash. Made me wish I could talk to cats like Nakata and see what was up.

Panhandlers and animals seems to be a global thing. I saw a panhandler with a little Yorkie he trained to lay on its stomach and look sad in France.

The cat was physically tied to the woman sitting in a chair. It was not easy to observe this, but I did. The Fremont light and sound show was taking place. Cats hearing and sight are much more acute than a humans. The cat was looking up at the canopy and looked petrified. I felt like saying to the begger woman...What the H is wrong with you?

Kat51Ky I quite agree with you and it distresses me any time I see someone using an innocent animal to gain money. I am going to Vegas tomorrow and not looking forward to seeing this.

Could anyone tell me if there is still someone on the strip using a snake? I would like to know where he/she is based as I am petrified of snakes and wish to avoid it. Many thanks

Kat, the ordinance recently enacted about pets on the Strip forbids people (not just panhandlers) to have pets on the Strip between certain hours. Paris Hilton walking around with her little rats in her arms can be arrested just as easily as a begger with a German Shephard.

The Strip and downtown are two very different areas. A law forbidding XYZ on the Strip does not apply to anything except the Strip. So a law forbidding pets on the Strip does not ban pets in downtown. Duh!

I am still waiting for the challenge to that stupid ordinance. Why should Paris Hilton be forbidden from having her spoiled pests with her on the Strip any time of day or night?

I am not aware of any law that allows people to abuse animals, at night or during the day. I'll look for such a law, and if I find it, I'll let you know.

You've described the woman as a 'panhandler' and now a 'begger'

Would you have the same concern for the cat had it been a well off woman in a nice dress? You seem to have more sympathy for the cat than you have empathy for the woman.

The cat was obviously healthy looking and fed well or you would have said so. I'm sure the cat was fine.
