More themed hotels spanning from Wynn to Stratosphere and Mandalay Bay to M Resort. Also a monorail that goes from Stratosphere all the way to Mandalay Bay (or the M Resort if more hotels were built in that space).

A smoke free casino with a buffet that serves the pre-shelled crab legs with a bed like the Mirage with a lion cage with real lions with a Sigma Derby game with a 100X odds craps pit with a sweet Cirque show with a location that you would no way no how get tunneled with some sort of sweet attraction out front with no sign of Criss Angel anywhere. Is that too much to ask?

I would open a smaller, adults-only resort.

The entire place would be 21+. CWs would be a mix of topless strippers and male models. The Party Pits would have actual strippers, actually stripping. 1/2 the pool area would be topless, the other half would be clothing-optional.

Upscale, luxurious, adult playground.

I don't think this would work as a 4,000 room hotel, but a smaller property could fill this niche.

A new football stadium on the UNLV campus.

It's actually closer to reality now than ever, it should also prevent the NFR for leaving Las Vegas for a bigger venue than the Thomas and Mack, which is also a very real possibility if this stadium isn't built.

It will either have a retractable roof but more than likely a permanent roof, so concerts, boxing matches, UFC fights, etc will also use it.
