From Wynn southwards would be the entire strip, so you have a large range.

There are several food courts. The one at Venetian is closest. Also one at Fashion Show across the street. There's a Chipotle and Panda Express between Harrahs and Casino Royale.

If you can stretch that budget just a little, the set lunch at Milos (Cosmopolitan) must be the absolute best value lunch in town. $20.13?.

The Tequila Bar and Grill @ Bally's has pretty good $2 beef or chicken tacos. They are on the smallish side, so depending on your appetite, you will need a couple to satisfy you.

In Caesar's casino, just outside the entrance to the Forum Shops , there is a slightly upscale food court with many decent options. Just don't venture too close to the lair of the time-share salesmen.

Pink's hot dog's in Vegas is awful, would not recommend going there.

Does anyone know the best way to get to N in out burger near the Monte Carlo on foot if im on the strip? Ive looked at google maps and there does not seem to be a good place to cross.

You'd walk to the corner of Tropicana and take that all the way to Dean Martin and In-n-Out is right there. You do have to cross an on ramp and off ramp from the 15, but I think there's a pedestrian bridge there now (not sure, I always have rental car). Much easier to take a cab.
