I've stayed at both in the same trip. I would say its a 50/50 toss up. Harrah's was cleaner, but room a little nicer at Flamingo. Flamingo has better pool and food court. Harrah's has better buffet. If you use the bus system Harrah's is closer to both north and south bound stops. We will be going a couple times in the next 10 months and will probably stay at Harrah's. We like gambling at Quad and hanging out at Carnival Court.
While both are low end joints, both have pro and cons, Harrahs having more of a senior crowd and a crap pool, it is IMO the better hotel of the two unless you positively want the better pool grounds.
Have stayed at both; ONLY reason to stay at Flamingo is for pool--but it is VERY crowded in summer. (but Harrahs pool is a joke--cement rectangle). Like everything else about Harrahs (casinos are a toss)
Go for Flamingo Go rooms and its a much better pool.

Yes, you are allowed one device included in their "resort fee".
Harrah's does have a Starbucks, but you could walk to MacDonald's, be served, and walk all the way back in the same time you will wait in line at SB in the A.M.
The Macdonald's is at the top of an escalator. There is no escalator going down -- just stairs. Free wi-fi, very clean, fast service, even when busy.
We stay at Harrah's all the time. We really like it. We like the people, the restaurants, the buffet, and Big Elvis.
We have also stayed in a Flamingo GO room, but didn't consider it that special (loud hot pink, years of layers of paint on the walls, shower only, no tub).
If you stay at Harrah's, ask for a room "Away rom the Carnival Court," unless you want to hear loud rock music late into the night.
