Yes, you can use a Visa Debit to pay for things but you will be charged by your card provider for doing so and sometimes these charges can be quite high (they usually charge a transaction fee plus a percentage of the transaction amount - best to check with your bank. Higher charges possibly apply if you use your Visa Debit to withdraw cash from a cash machine, so be aware!
Otherwise you can pay for things in Euro's, there is a fixed exchange rate between the Euro & local currency (Cape Verde Escudos - CVE) but you will receive any change due to you in CVE's which can't be taken out of the country - you'd need to exchange it back before you left.
Alternatively you could exchange Euro's for CVE's when you arrive - seems daft to change £ to € to then change to CVE but it's best to do that as the exchange rate for € is fixed whereas the £ is not so you are at the mercy of the currency exchanger in Cape Verde. You cannot get local currency outside of Cape Verde. You may find exchange charges are lower at the bank in Santa Maria rather than at the hotel but I'm not sure.
